I have used it for paint before, but windshield? Have you used it on one?

May as well use a wire brush on it, same results as some suggestions you will get.
I would gently apply some goof off, wipe and clean gently.
Maybe even the WD40.

the windshield is coated with some sort of clear finish, if you try and buff it out it will look like **** (well, you might be able to buff the whole windshield to get all of it off) ..So that said, if you can't get the scratches off with soap and water you are pretty much out of luck...but on the bright side they are pretty cheap...
