IMHO, you're farther ahead to just go buy a new windshield, maybe look at some of the aftermarket brands, they're all mentioned here somewhere. I really like my LongRide.
Cee Baileys, Klock Werks, LRS... they all make a good product...

the windshield is coated with some sort of clear finish, if you try and buff it out it will look like **** (well, you might be able to buff the whole windshield to get all of it off) ..So that said, if you can't get the scratches off with soap and water you are pretty much out of luck...but on the bright side they are pretty cheap...
this ^^^ I have the exact same issue... the more things I tried to fix it the bigger the spot gets. Best solution would be to polish the entire surface to remove the coating, if you don't want to buy a new shield.
I've just come to accept it and not let it bother me, life's too short and there are too many roads to ride!
If you're replacing it, then suggest the LRS or Clearview shields with recurve. I have the Clearview. Both are comparable prices on stock size RK shields.
