What is likely to be causing front end "wobble?"

no, that is in spec. granted on the high side of spec, but for an ultra classic, 5 is the max.

This just happened to my 2013 FLHX and it turned out to be warped front rotors.

Had this happen last year on my heritage, right at 30-35 mph. Pulled into Harley and they tightened the steering bearing, no longer a problem. It could be the tire, but that would be more gradual... More then likely, bearing just needs to be tightened....

Cool steering head bearings

So at 35 I could feel a slight wobble. At 80 on the highway going right on a long sweeper made me grip my seat! Problem was that my steering head bearings where out of spec/too tight.

If the tires are fine the problem is likely the steering head bearings. Loose bearings will usually cause the front end to 'wander.' Tight will cause the bike to resist entering turns. I'd check the tires first, then move to the steering head.
