Removing the lowers will reduce engine noise.. like top end noise.

Man, I didn't know I would need this so sorry in advance for not remember who. I was borwising pipes the other day and saw a company that makes slipons with different baffle inserts. That's not ends but actual inserts into the pipe. I'm pretty certain that's to allow the rider to have loud pipes then switch when traveling in areas that have a noise restriction but if you can find them, it may be worth a call.

 

HD Livewire - no noise at all....

 

They'll probably require that beeper to warn pedestrians. Imagine that - a Harley that is too quiet!
