It sucks dealing with insurance companies, they're pretty good at pissing in your corn flakes sometimes.
Some insurance companies have a different take on VIN#'s for some reason. When I was with AAA they insisted over and over that my 2003 Screamin Eagle deuce was a 1450 not a 1550. I finally had the dealer fax them a copy of Harley VIN# descriptions, they still couldn't figure it out. I bought my 2014 SG at the end of August last year and AAA couldn't write a policy on it because it was still 2013, unbelievable. I got fed up and switched both my bikes and my suv to American Family and am very pleased, and I $aved a bunch. The one thing that I found really messed up with American Family though is that I had to add special equipment coverage on my SG or the fairing and saddle bags wouldn't be covered. I told the agent how ridiculous that was and she totally agreed with me but couldn't do anything about it.

I know this does not help you, but when I tried to put my vin in the Harley sight to check for recall info, the sight said vin is invalid. I have no ideal why it would say that. I am 100% sure I typed in the correct vin number. Tried multiple times I checked and matched insurance certificate with the numbers/letters on the bike.
Have you registered the bike with DMV? Do you have title or just the manufacturers certificate of origin? You say you have the paperwork from Harley, so I'm assuming you have the certificate of origin. Normally DMV will take that from you and issue a title when you register a vehicle. State Farm is probably connecting to the DMV database looking for the VIN. If the bike is not registered or no title has been issued to replace the certificate of origin the VIN won't be in the DMV database; hence, State Farm will say it doesn't exist.
Ran into same problem with State Farm when I went in to insure my '14 Limited Peace Officer Edition a couple of months ago. The SF system presents the agent with a drop down menu for model, then it presents the agent with a range of valid VINs for that model.
All special Editions register/title as Shrine Editions, but the SF system doesn't offer that as a model choice, and no other choice of models (SF's system doesn't follow H-D's naming convention exactly, further messing up the task) showed a range of VINs that included mine.
Weeks went by (Agent told me I WAS covered and gave me a card) and finally had to scan/send copies of my Title, Bill of Sale, and a couple of other documents - each with my VIN - before they came back and issued a permanent card.
There system is obviously not updated with all valid VINs that H-D is using this year...
As someone said, it is State Farm's fault - not the Dealer, not the DMV, and certainly not the Owner.
