P/N 45733-48 - where does it go?

P/N 45733-48 - where does it go?
picked the parts for the fork rebuild, just not sure where this goes.it's the square edge black washer. I think mine uses the oring type?

It goes right where you have it on the top plug- ( fork bolt)
if you reference ronnies, you can see an exploded diagram.
trivia..the -48 is the only front end part remaining from the original HydraGlide forks of 1948. The Showas ( Honda) came in 1977 with new dimensions/parts/seals
