Default brake line replacement

Hello All, I have my local shop replaced my upper brake line. The line from the master cylinder to the brake module. I have them installed a longer brake line.

Question is: Is it possible to replaced that line without bleeding the brake? I checked to see if my brakes were bled at the bleeder screw, and both bleeder screws are dry and still dusty. There were no traces of residual brake oil on the bleeder screws. Is this means they did not bleed my brakes? My front brakes feels ok and there is no light indication lit and abs is normal.
