I put a 7" from Freedom Shields on my SGS all fixed.

Go to your dealership and demo some windshieldds to get an idea of a height that works (or doesn't). Even if you decide to go the aftermarket route it's a free way to test fit to get the right height. The you'll know for sure whether or not a windshield will give you the relief you are looking for. Another option may be a seat that sits you a tad lower. You can demo those for free as well.

You just need a taller windshield.
Try the different sizes the dealer has for demos.
If you need more relief then go with the fangs. They definitely reduced beard lift for me.

8" LRS windshield & I installed the side smoked wings on the fairing which are standard on Ultra. Way better ride & wind than my Road King ever was.

I'm 5'10, I also put on a 7" Freedom Shield. My ride is much much nicer now.

is this a regional thing cause I have never ridden a new street glide that I cant wear a baseball cap and had to worry about it blowing off.

Yep, get a taller re-curve shield. Should fix it. Stock SG(S) shields are for looks not function. Fork deflectors also help.

If your 5'6" you might benefit more from a seat that sets you lower than a taller wind screen.
