The duct tape is holding a piece of foam where the cord meets the blower. Not sure why the PO put that there unless it takes the stress off the cord???
You can see from the pictures how much room is above the bike ('04 RK w/fairing). You could easily put the bike on the black bottom, then put a lift under the bike, throw the clear plastic over the bike, lift the bike, then zip the bottom closed. If it were me, I'd put a piece of carpeting under the bike and lift so you don't damage the floor of the bubble.
