I haven't forgotten about the tire. I received information that your wheel might not fit my bike. I have a 2008 ultra. I am doing a conversion rear fender kit Klockwerks. I was told that the wheel would fit because the rear swing arm is the same as 2009. I need to speak with a Harley tech Friday to make sure it will fit. I don't want to buy the wheel if it wont work on the Harley. Please give me one day to find out.

You were given bad information. The 08 rear fork is not the same as the 09.

However, that doesn't mean the wheel won't work for you. As long as you're switching over to a wider rear fender, all you need to do is change the spacers. It's easy with the 07 and 08 bikes, they've already got the 1" belt and pulleys. You'll probably need to run a 1/4" spacer between the wheel and pulley, and shorten up the right side spacer by an equal amount. You can mock it up with pvc spacers to get the dimensions, then order the spacers you need for your application.
A Harley tech is probably the wrong person to ask, these guys don't always have good information on modifications.
I'd call FBI. They have spacer kits for 07 and 08 bikes just for what you're trying to do. I'm pretty sure the wheel and tire will work, as long as you sort out the spacers. Good luck.
