I am looking at buying a Tri Glide. I have 2 options and would like some of your thoughts on which way to go.
First bike is a 2013 completely stock under 3000 mi asking around 26000.00
Second bike is a 2014 stock with 25000 mi same asking price.
I will be riding both this weekend and would like your thoughts. I guess what I'm really concerned with is the mileage on the 2014.

Seems like both those are good prices. After riding, it may be clear to you which one you like better.

On the 2014 I would not worry about the mileage if it is in good condition and still has a good chunk of the factory warranty left to take care of anything that may crop up.

If the bike has been mistreated, and damaged as a result, that can happen in less than 3000 miles...so it is really a matter of condition.

Whichever one you like, I would request a compression and leak down test before purchasing.

While the mileage is no doubt a consideration, I do like some of the changes made between 2013 and 2014. If I'm correct, that's when the front/rear linked brakes, repositioned park brake control, Daymaker headlamp and the large touch screen were introduced.

I would go with the 2014. In a couple of years, just the infotainment system alone could be a deal breaker for resale.
Even the day maker headlight is worth a few hundred $, up here in Canada.
