According to my '09 FLHTCUTG Service Manual Supplement Book.
SHOCK MOUNTING BRACKET (rear) call for Loctite Medium Threadlocker 243 (blue), and torque the three bolts to 41-45 ft-lbs (55.6-61.0 Nm), six total mounting bolts.
SHOCKS (rear) Upper & Lower bolts get High Strength Threadlocker 262 (red) and torque to 55-60 ft lbs (74.6-81.4 Nm)
