Has anyone changed out the stock handle bars for the same style bar only 1 to 2" back towards the seat? I am looking for bars that will work for a shorter rider.

I had the same problem with my 05 SE bagger conversion. I have a short reach.
While rummaging thru my local dealers removed junk pile i found a set of what they call narrow beach bars for an SE Fatboy. I did have to replace my clutch cable and front brake lines with Goodrich lines. I was able to reuse my throttle cables by rerouting thru the top of the right side cover.
