Buddy of mine has an 04 VRSCA. He wants to get some V&H slipons to wake up the sound of the bike so it doesn't sound like a damn sewing machine. Does he need a new tune from Harley afterwards to get everything running right?

If you're just doing the exhaust and stock air filter, you don't have to retune. If your changing exhaust and air filter then yes you need to tune. Harley offered a stage 1 download to reflash the ECM for air filter exhaust combo.
