New Member first time posting

Hello everyone. glad to be here. Have had several HD's am now ridin 2000 RK. Changed around a bit. 21" ,80 spoke front wheel, changed saddle bags, chubby bars with complete chrome up front. Really like the way current bike is evolving. The problem right now is this. I just changed chain cam tensioners and put everything back together. It's louder now, so i took all out again to check to see if I had turned a lifter 90 degrees. It's fine. What I did notice is that the outer chain and gears are almost completely dry. This tells me that I have a oil problem. Did I not put enough oil back in to completely oil it all up? Should I put in more than the manual says, 3 1/2 qts? I had completely drained the oil and then added the 3 1/2. The noise is coming from the rocker arms and they seem like they are getting louder. Didn't want to take off the valve covers again yet to look up top. Any suggestions out there? Thanks
