engine oil

hello I have a question maybe someone can answer does a low level in th oil tank keep the engine from turning over

From: 40 miles Northeast of Indy..

It won't and don't.. Now, no oil in the tank and a froze up motor will not turn over.

Ride Safe and have fun here & on the road
If the check valve in the pump is bad it will let the oil fill up the lower end an the engine will not turn over is the oil in the tank low ? if yes remove the check valve spring and ball clean and replase drain the oil from lower end refill the tank had to do it on you 1992 flhtc not hard to do.
