If you have cash it's a buyers market! There are plenty of used big twin Harleys in the five to six thousand dollar range. However something for a couple of thousand may be a bit pie in the sky. Not sure where you live but here in So Cal I see decent late model Evos for sale in that price range all over the place. If I just had a couple grand now I'd try and save up the extra money and go from there.
Another route you might consider is buying an older running bike as a donor then going the custom route. Aftermarket frames are dirt cheap and with the parts from the donor you could wind up with a nice little bobber or maybe a long bike on the cheap. Plus the knowledge and skills gained will set you up for a lifetime of not being dealer or indie mechanic dependent. Stretch the project out over the winter and you can pay as you go. In the long run you'll save a bundle being able to maintain and repair the bike yourself.
