Hugger fender question

Default Hugger fender question
I purchased a used hugger fender for my 21 inch rim on my 15SG. I love the way it look. However, compared to the stock fender, the new fender looks like it is to close to the tire. I looked at some pictures on the net to make some type of comparison. The pictures looked normal in comparison to mine. Could you please let me know if this is how the fender should sit?
