Default 96 FLH front rim which direction?

Hi Guys,
I have a silly question that I can't seem to find the answer in the service manual. I removed the front rim on my 96 FLHPI to install new wheel bearings and races. I pressed in the new races installed the bearing and new seals now after I reinstall the rim it seems as if it is too tight on the right side. when I install the calipers the tighten up the rim the wheel binds up. If I install the rim backwards (directional tire) it seems to have more space on the side? The wheel spacers seems to be almost identical in size, one slightly larger than the other, so I tried to switch them around. No luck same thing. There is a small gap between the right side wheel spacer and the fork. I double checked the part number from the old bearings and races and the new, same part numbers. Any help will be greatly appreciated.

Go to 'Ronnies Harley Davidsons', it's a parts store and they have diagrams of all parts for all H.D. models. This will show you where all the spacers are meant to be...b.

Can not tell by your pic if it's a stock Enkei wheel or not, but I think there might be an arrow cast into one of the spokes or the hub itself.
