The 3" is measured from the inside of the Rim "Lips", but a lot of people will measure to the outside in error.
No, most wheels don't have a part# on the wheel, that's why it's helpful to know the nuances of wheel identification.
That wheel has many tell tell signs of being a Front, but again you need to know the nuances.
But there is one obvious sign that some would think at least that it might be a Front without knowing much more ... Look at the pic real close ... and try to guess what it is
Btw, that's a Front from a 2000-06 Fat Boy
Also sometimes their misidentification works in my favor ...

My very inexperienced eye sees the disc mount on the left and open center on the right. Rear would have the disc on the right. Never having pulled my rear wheel out yet is there a cushion drive bolted to the belt side?

Here's what I want you to do, and there's a very valid reason for this...
I want you to look at your wheel/tire positioning within the fender, determine how centered or off centered it is ... Now, if I said you might move that wheel/tire to the Right (towards the brake disc side) by about .100" (little less than an 1/8"), what would you say? Would you say "that's OK" or "No, I don't want to do that"
