probably steel. you can test with a magnet. the steel will have a strong pull while the stainless will have a weaker pull according the amount of steel in it.
BE VERY CAREFUL when dealing with stainless spokes and nipples. they are very easy to gall so use a lube on them like rigid cutting oil and use a spoke wrench, not a regular open end.
