Default Custom Pulley

So I had a custom 13 spoke pulley made for my Dyna Project. The belt is 1-1/8". The stock pulley I took off has the interior teeth from edge of lip to edge of lip. This pulley I just has the teeth at 1-1/8" wide, but then there is a 1/8" gap to the outer lip. Is this ok? Normal? Ok to use?

Called the guy who makes these and they said the gap is for cooling the belt. Does that sound right?

No!
The belt spends about half it's life in contact with a pulley
The other half in open air.
I wouldn't trust that guy to spit on him!
