Default Belt pulley shims????

tried the search but obviously not using the right word search or wrong folder or wrong forum or just wrong damn day to look at this...

Working on a DNA rear wheel 18" x5.5 with a DNA super spoke pulley

the pulley does not self center on the hub as the wheel's flange has a smaller OD then the ID of the pulley.

probably not making sense here.

I need a shim or spacer to increase the hub's flange dia so the pulley will self center before bolting it to the hub.

Not talking about the spacers by DNA which simply increase the hub width.

This is or should be a common shim but I am drawing a complete blank where to find one.

Here are the measurements needed.
2.197 outer diameter
1.973 inner diameter

Flange is .300 so at least this thick

What am I missing? Whats the dumb thing Im over looking here?

Thanks
