I have an 03 springer soft tail with a 16" rear wheel, will the 17" solid rear wheel from an 03 duce fit? and will there have to be any any mods?

I have just squeezed one into my old Glide, although it was not an easy bolt-in. I think the answer is yes, although it would be worth calling into the Softail section and asking in there. Not many members call in here.
You can do some research by going to Ronnies HD website to look at the microfiches in there and comparing part numbers between your bike and a Deuce. I think you will find they use a different rear pulley, although you can get round that by using an accessory shim. The reason for that is the wheel is actually hollow and any other pulley will leave holes in the hub open, which rain water can get in.
