Default End play, shims

I'm repacking bearings on my 99 FLSTC. After cleaning everything, I check the end play, as specified. I reassemble the axle on the wheel according to the service manual, with shims on the rotor side. After torquing the axle nut to 63ftlbs (rear tire), I set up my dial indicator and I get exactly 0.000 end play. So, I remove the .032 shim, reassemble and check again. 0.000. Then I remove the stepped shim. Again, 0.000.

Then I decide to reassemble the axle the way it came out of the bike, with both shims on the sprocket side. Torque, check, a near perfect 0.003.

Does this make sense to anyone? And, IS IT OK TO HAVE THE SHIMS ON THE SPROCKET SIDE?

Thanks,

Answered my own question. I knew I had to be doing something wrong. ADD shims to increase end play. I read it wrong.
