Bags off. I also use washers on each side of the bag cause my cheapo Viking bags are wasted, and it's too much of a pain in the ass to get them to warranty them.

You can separate the bags, then get sheet metal and cut a template of the bag like I did, then cut 2 per bag, one inside one outside, then drill holes to mount. I had the plates powdercoated black.

I also built QD brackets using 1/8 flat stock, a second set of sissy bar docking points, and a set of locking sissy bar latches I had laying around.

I hate the look of bags, floor boards, and windshields but it really is nice to have them. Especially the windshield since I ride year round in Michigan. This was my first Harley, bought it brand new bone stock.

Took some of my accessories off the street bob: sissy bar, saddle bags, windshield, flush mount fuel guage/cap. The factory Fxdb solo seat is still the most comfortable seat (for me) for the Dyna models.
