The least costly solution is to shave the beard

I have a short crop beard, but rain comes straight up under the face shield. Tried lots of stuff but no joy.

I get it also with a 9” windshield on my SGS , it’s getting warmer here so the beard is gone now

Stock 2015 RGS stock windshield = no beard lift. Why? Their is no negative pressure area like when i put on my 12 and 16 inch Long Ride Shields thresher windshields. I get zero updraft ie beard lift with my stock shield. My two big shields are well full of updraft. I've came to the conclusion that steady sustained airflow is superior to diverted air. I'm pretty sure and have never seen a batwing bike rider without beard lift. It's the nature of the beast. Everybody likes to blame the fuel tank for updraft. Bikes without windshields have fuel tanks and they don't have updraft or buffeting. I've spent a fortune the past 10 years trying different things. The Rushmore Road Glide Special stock set up ie shield and fairing is in fact damn near perfect aerodynamically. I get full force air in the face and almost none on the body at speed. For me that works.

Get the wind baffle that goes under the bottom triple tree. It will stop a good bit of wind coming up between the forks fairing and tank.

With a reasonable shield (10-12"), I still get beard lift. Unless I have the lowers on - that seems to resolve most of the beard lift.
