My wife traded in her 15 road king on a Street Glide Special the other day. Made her a deal she couldn't refuse... Anyways, a couple changes I noticed between the 15 and 16.
1. HD added some sort of bumpers under the seat that are screwed down to the frame rails
2. The TBW sensor wires and connector have changed. Gone are the connectors by the sensors. It is now a very small connector under the fairing. Not the same connectors found in the SE TBW kit either. I was able to put on 16" LA Choppers without extending the TBW.
3. The clutch line can support up to about 14" bars without extending
4. The brake line can work with about 12" bars without changing them out.
These all could have been on the SGS for some time as I only have RK and CVO Limited experience.
I don't have any pictures yet. We went to the dealer on Tuesday to ahve a new tire put on under the T&WW and she road the SGS and took it home that evening. I swapped lots of parts from the Road King. Then Wednesday evening, we took the RK back and while dropping off the keys the parts guy said, Hey, you bars are in. I spent 5 hours doing the bars Wednesday night and Thursday morning we left for a long weekend at the Three Sisters. I'll get pictures later.
All of the things you have mentioned are on my '14 SGS and I was able to install 13.5 inch bars with no issues.
Interesting. I plan to look up the part numbers for the tbw sensor. I know they are different on a 14 & 15 road king as well as my cvo. I Guess that Special does make it special then.
I couldn't get 13" on the brake line and the routing was a straight shot but I didn't try too hard either.

When I purchased the SE TBW it came without the connector but if memory serves me the connector was much smaller on my '14 than it was on my '08.
I had to reroute the brake and clutch lines to get the slack that I needed.
As someone already answered, they are spacers for the rear bag guards.
