I turn my ignition to on or accessories while fueling and the gauge does not move until I start bike. On my 2012 the gauge would move as I was filling up so I would know when it was close to being full. Am I missing something or is there a way to make this read while filling?
It is hard to believe you are serious. I watch what is going on at the nozzle. Not to mention, bike should really be off according the laws in most states on fill up.
But to your question, maybe there is a damper in the gage electronics so needle does not move around so much while riding. Maybe your 2015 just has a too good damper for your application?
Seen after market volt and oil pressure gage jump around while the OEM stuff is rock solid. The aftermarket is probably showing what is really going on but this would drive you crazy if your Harley came like that.

These new Harley's just keep pissing me off...You'd think the engineers could think of every scenario contrived by every human touching the bars of these bikes?? It is after all the 21st century! Sheesh...
I vaguely recall something in my owners manual regarding how the fuel gauge reacts when fuel is added. I don't remember exactly, but it wouldn't surprise me if you have to turn the ignition off and back on before the fuel gauge moves to full.
Maybe check your manual.
After filling, and retrieving my gas cap from it's strategic holding place and placing it back on the tank opening, once I energize the ignition the gas gauge registers correctly. I've never gassed up with the ignition on so not sure what would happen.
Mine does this also, its a 14 sg, what i found is when you take it off the side stand it pops up. I filled mine last year for cold storage and it never moved the whole winter until I had the key on and then pulled it up off the side stand (jiffy stand) then it went right up. I was about to take it in and then was relieved that it worked.
My 2015 Ultra Limited Low does the same thing. When refueling the fuel gauge and the remaining mileage on the tripometer takes a few seconds after flipping the switch back to on before they reset.
The fuel tank is really not that large.
Considering the speed and pressure of most fuel pumps, i concentrate on looking at the rush of fuel into the tank as an earlier warning.
I turn the bike and electrical draw off during fueling too.
