Ordered a keyed tour pak lock for my painted to match pak. The lock would not lock so the dealership ordered a second, then a third and now a fourth. They have opened a trouble issue with Harley and Harley believes it to be a manufacturing issue.
i ordered a tour-pak lock from board tracker and it was as simple as popping it into the handle.
are you certain they are ordering the correct key code? if you slide the plastic off your key the key code is etched into the key. i would double check.
Make sure the screws that hold it in aren't to long. I had that issue with mine, so i bought a nut to fit it and took it to the grinder and made them a little shorter. No issues after that.

It isn't a key code issue. The key works, the lock will not stay locked. You can turn the key and the lock will lock but as soon as you remove the key the locking tab (for lack of a better word) easily rotates back and forth.

Screws are not the issue as it acts the same way mounted on the tour pak or just in your hand.
The tab on the back of the lock that moves as you turn the key to lock the tour pak moves with the key but as soon as you release the key that tab freely rotates.
I ordered a lock last year for my '15 Road King's tour pak and it was fine, these 4 that we have gotten are completely screwed up.
