IMHO I don't think values should be based on one or a few classified ads. Craigslist ads are notorious for false and misleading ads. True, Rushmore models, like any other prior model of anything, immediately after a new version or model is released takes a hit, but that usually balances out after a short period of time. I say, hang in there, ride it, enjoy it, don't spend too much customizing it, and hold on to it.
On the other hand, there are always "deals" out there. I bought my prior bike, a brand new '14 FLHX from a guy that won it at an Elks raffle for $17k. Sold it after two years, for $15.9k. Bought my current bike, a new '16 FLTRU just as the M8's were being released at a dealer an hour away from me (there's lots in So Cal), for $19.5k (7.5k off). Full discloser, these prices were not including tax and license fees.........

Some of these too good to be true CL prices are just to pull in unsuspecting people to scam them. Usually more outrageous than this one, but could just a smarter scammer trying to catch someone hoping it's a possibility.
I had the hots for a M8-CVO Limited...until I rode one at a HD demo at the dealer. I have mine to where it's damn near a CVO, plus some and I'd get fooked on trade-in.
Na, I'm with ya, I'll be pushing up daisies. I just like this Rushmore that much.
