Does the "full" security offering provide any alarm or does the system only disable the bike when someone tries to take it?

Only the turn signals flash and the ignition, fuel pump, and starter are disabled with the security, you have to add the optional siren if you want noise.

If all you want is siren do a search on here many including me have just added a radio shack siren. It works well and only costs $6

That is correct. It was an option for the custom in 2015, was included with the specials.

On the base models, security is an "option", and not everyone selects that option.
The Road Glide Special had it as factory installed.

Security can be added very easy though, but might have to have the dealer involved to marry the fobs to the bike.
