I never measured it on the 2002 UltraClassic, but on my 1989 ElectraGlide I did a temp test with a friends new "laser temp guage". My bike "felt warmer" with the lowers on, meaning the rider felt the heat. Without the lowers, I felt less heat. The engine with the lowers ran cooler than without. The lowers force more air across the engine. Guess the newer lowers for the air/oil cooled bikes do not squeeze as much air as the older bikes?

I believe it was this forum, but a forum member did a similar test. He took many temp readings over various conditions. His data supported yours. The engine ran cooler with the lowers on, but there was more "felt" heat for the rider under certain conditions.
It was many years ago, as I had just bought my new 2012 Limited. It was my first bike with lowers. I was going across country in July, and was wondering if the lowers would cause my engine to be hotter. I found his test and was surprised at the results.
As I remember, his tests were on a then contemporary bike... around 2010 +/-
Anything 75° and above here in Louisiana on my 128" would have me running on 1 cylinder @ all stops as in HOT!
Added only the 2" tank lift (front only) from DK Customs and problem solved!
That is with complete stock cooling system and no fan.
If my local HD wouldn't have tried to rape me to turn fan on after my purchase and self install, I would have installed one. Now, I NEVER think about it, and I ride (replace rear tire every 6k and have been known to be 3k) HARD!
By far my best bang for the buck!
DK has awesome products. Have purchased and installed many of their products on many bikes and these guys put out excellent parts!
Their TTI exhaust inserts are 2nd to NO ONE!
And must say tank lift is the same as these are absolutely beautiful on my machine!
Bayou can you pull spark plugs without pulling tank? That would be a plus!
@ less than 17k miles haven't tried.
Other than the much better lines with tank raised, it feels more like sitting down into the bike like a softail.
Would definitely be 1st thing I would purchase for another bike. I actually built a set and run them to make sure I liked it and YES it worked. And there are cheaper ones out there as well, but these are like art, buily very well and not expensive @ all.
Tank lift along with the Tall Boy floor board extensions change my world compared to b4. Sitting on another feels like a smaller bike.

If ya look at plugs you can tell if you can pull plug wire and get a socket wrench in there. Every 2 years your suppose to change plugs. Just saying.

Yep, a little late on my 19' lol.
And truthfully hasn't even crossed my mind.
"EVEN" purchased a $28 boroscope that works great on cell phone to look inside cylinders over a year ago.... busyness and "sometimers" hits again.
And thinking 🤔 haven't changed plugs on my 08 Ultra since about 2018 and have added about 15k since then.
Guess my very old bikes (7) from 61 to 91 have lifetime plugs, as they don't get anymore than shakedown runs..... sad. Not to sure about their lifetime tires, lol
I will check out just how easy it may be SOON!
One of my Evos and Shovels being used a couple of nights ago..... blowing smoke out of garage grilling steaks"

Your right Bayou on the twinkies. They didn't require changing until 10000 miles maybe 20000 I forget. But they were so easy to change I would do it every once in a while. The M8s for some reason suppose to change out every 2 yrs. and they're a bit of a pita. Someone said once, being set so deep in heads where they collect water might be reason, Harley wants them changed often so they're easy to get out. Who knows why change in 2 yrs. and not on certain mileage? I did rip a boot pulling mine last fall, it had 5000 miles on it. I bought it used and didn't know if previous owner had changed them, so I wanted to start our fresh.

Likely nothing more than a Recurring Revenue Scheme for The Mo Co. Just like Lexus did with LS400 having 7,500-mile oil change intervals and the LS430 having 5,000-mile oil change intervals. The 3UZ runs cleaner than the 1UZ and the oil got better over time. Total nonsense.
I guess since so many service men were sitting around doing nothing something had to be created to put them to work...
Curious follow-up; what did FM say and did you check for sumping?
We did check for sumping and the bike checked out okay.
FM said the bike tune is correct. The heat issue per DK Customs and my mechanic are normal for the m8.
while this is considered normal it really isnt right and there are lots of fixes.
the lack of performance Kevin from DK explained in a video. Once the bike gets to a temperature the timing retards to cool it off.
I can confirm that at 320 engine temp the bike feels very sluggish. If I turn on the love jugs and the temp drops to below 300 the performance remains.
I am doing some additional testing on my own to see if I can increase air flow to the engine
