you are 100% correct in your understanding. Not saying a "taller" cam won't make a difference on the top end but if it's TQ you're after which most are, then I don't think it's worth it. Get the cat out of the headpipe so she'll breath better and reduce heat, a good set of slipons, a good A/C, and a good tune and you're set.

Well if I had it to do over I would have liked to see what mine would have done with the stock cams as well. Mine pulled 76hp and 96Tq in stock form. Again just numbers but after a tune I saw a 2014 SG make 90hp and 112tq with the cat removed and Fuel-Moto dyno tuned mufflers and tuned with a powervision. Don't slam me Just stating what's on the sheet but the guy loves it. He said it can't believe the difference.
Now one other thing to remember is those guys at Utah HD was doing pulls in 4th gear, you get more hp and tq if you do a pull in 6th gear but also get a lot more tire speed. Just say'n.

To be honest, most "normal" people looking for TQ increase on a 14 touring bike would be pleasantly surprised by removing the cat/replacing the head pipe, throwing on a set of slipons, a good A/C and a tune NOT done at a HD dealership. And yes you're right, those wide open pulls (6th gear) mean absolutely squat. No one rides there..
