Looking to change some hardware on my console to BLACK(stainless steel and powder coated or anodized)
Currently they are the OEM stainless parts as highlighted on the diagram:
#10 Screw, 10200141
#11 Screw (2), 10200200
#1 Washer (2), 6917M
#12 Screw 10200583
The problem I'm having is that I can't find out what their actual size is
I don't particularly want to paint them (as it doesn't last) but, if I could find out the size, I could go to a local hardware store and just buy off the shelf.
Any help would be appreciated.
Many hardware stores have gauges where they have the loose bolts, that you can use to determine thread and other specs. You could take the bolts to the store and do that, then measure their length.

...but if I can find out the sizes I can order online and save myself a trip.
I highly suggest you do not black out your center console.
You have a very well balanced contrasting silver and black theme going on that I think is being served well with your chrome center console.
Especially since you put those heritage tank badges on the bike.
I could understand if you wanted to put a gloss black trim ring on it, but there's so much black and chrome/silver and it currently looks quite balanced. I feel like the visual would be belmished by a blacked out console. You'd have to black out way more of the bike to get it to balance out again.

Anodizing only works on aluminum. I have seen black SS hardware advertised but I never got any.
Make one trip to the hardware store and buy a nut and bolt for each of the common sizes. Usually 10-32, 10-28, 1/4-20 etc. Then you have a set of "gages".
Or buy a dial caliper and thread gage.
