Depending on where you live it likely will become a mud damper nest. Perhaps a decorative bolt or plastic button type cap to cover the hole. Yes every hole doesn't get filled however if you first noticed it after some disassembly/reassembly work, check your work bench for some "extra bolts".
I was doing my second service on the bike.
No extra bolts i took off. Harley did the first service and put the exhaust on. The hole is pretty clean for 5000 miles. I will stick a bolt in it. Not really worried that anything fell off just curious.
Per the schematic, a grounding stud (item 13) and nut (item 5) are supposed to be installed here. Not your bike, as they don't have the 2019 Heritage Classic, but from the same frame/engine:
