I bought a 19 new Fatboy. Now I have $2000. of Harley incentives I have to spend on parts, accessories or motor clothes.
This May take some thinking.

Great choice, I've had three Fatboys and they were all GREAT bikes. Just be sure you don't void your warranty with all that accessory money. And don't take your salesman's word for it!
You may be thinking of the oil pump cover and seal. The kit with all the upgrade parts included is 62400247.
My 18 FXFBS needed to have the oil pump plate (is what they called it) with the updated design of the attached seal in order to stop excessive oil out of the breather bolts and into my engine as well as all over the side of my bike.

After that and 11,000 miles no troubles at all.
Yeah when I was inquiring about getting one of the legend blue deniem fat boys since a few pop up for sale, I knew I was gonna be replacing that oil pump ASAP.
I was told I was gonna need the pump and a new camplate together.
If the part number is the same then there shouldn't be any changes.
There's also the feuling option which does the same job.
It's a confusing mess.
I'm just gonna go with the 2020 since I like the two tone colors this year, and it has the updated oilpump stock.
