1st question, since the Heritage Softail Classic is considered a Touring Bike, then why did they remove the heel shifter starting in 2018(?)?
2nd question, how hard is it to add this heel shifter, or should I have the dealership do it?
They removed them from all the Touring models. Apparently, most people were removing them, so they decided to ditch it. It's an easy install if you have reasonable mechanical skills, and there are YouTube how-to videos available.
Its the same lever as the toe lever, just reversed. Piece of cake to install. Just need 3/16 allen wrench.
If you order the HD heel shift lever it will come with the correct black rubber/polymer shaft spacer.

I think I offered advice in error. My apology. The lever might be the same as a Street Glide that I referenced, but it appears that the shaft might in fact need to be changed judging from the P&A catalog for a 2018 softail heel shift lever. My apologies.
