You can probably twist the fork ears with a pliers so they wedges tighter in the groove in the frame mount.
I had both of those problems. The rattling bag brace I wrapped a black plastic coated twist tie around the mount next to the arm. Up front I found it was the fog lamp inner mounting ring, couple pieces of electrical tape around that. Problems solved.

You can try loosening the two mounts inside of the saddlebag, push the bag forward, and retighten the mounts.
Maybe another consideration is over time the grommet deteriorates and may need to be replaced.
