You really have two options other than the bag you mentioned. You can upgrade to larger saddlebags. Viking is one company that makes aftermarket bags that will be bigger than stock FLHC bags. The Luther would be to add a Tourpak, either genuine HD or aftermarket. Yet again, the Softail HD Tourpak is big enough for a full face helmet and you can get some other stuff in as well but youre just kind of limited on space. Im sure someone makes a touring style Tourpak that will fit on the 18 softails that has larger capacity, but Im not aware of who does
I've used a Sac Deluxe on my 2016 RG Special and my 2020 Heritage 114. It holds plenty for a week of touring, rests securely on the passenger pillion using the backrest (and straps), and has a built in rain cover that so far has been leak proof. Bonus - lifetime warranty.

The problem is, we ride two up so the pillion is occupied AND I need room for her stuff! LOL!
We use the HD Heritage tour pak. It holds a lot in fact we use a touring model oem soft luggage bag. It fits in the Heritage tour pak with no issue.
To minimize the amount of clothes we take we plan our third night at hotels with laundry facilities. So in addition to change of weather gear you only need a max 3 days of wear.
