Interesting, thanks. I mounted my HD Touring luggage on it last night and it fit fine. I'm still going to mention it to the dealer, but it may be what it is.

This is a good suggestion. I did think of it, but there is a complication. The bracket that holds the rack to the upright is held on by 6 bolts. 2 of those bolts, one on each side, bolt directly into the upright into pre-tapped holes without locking nuts. Looking at it, I'm pretty sure this is the cause of the upward tilt, as these two holes really determine the mounting angle. The two other brackets and 4 bolts merely secure it once those other two bolts are set.
