Handlebar and riser?
Welp according to Harley which i just looked it up, once you get the bars where you want them, run down all 4 bolts, snug the front two with a slight gap, then snug the back two and then torque the back two down to (12-15 ft-lb). Then torque the front two to (12-15 ft-lb).
This will be my first full season with that bike and I expect to get more riding in than last year. So I can get a better idea of how many miles I get before it works itself loose enough to re-tighten. If at all.
Last year we had lots of home projects and an extra August vacation that we usually do not have. Long story.
I do use a torque wrench on axels and other high torque needs. I tend to "feels right" on other lower torque bolts but that is just me.
I think the torque spec of 12-15lb on the clamps bolts feels too loose but that's just me. The risers themselves have a torque of 30-40lbs I believe which is "good-n-tight".

I need to invest in a torque wrench! Mostly right now out of curiosity.
