I recently installed Cobra Neighbor Haters on my '20 107 Heritage and a PV FuelMoto tune. The bike runs good but the slip ons are loud. I contacted Cobra and it seems that without cats in the pipes this would be the norm and there's nothing they can do. I used an analog sound meter to measure sound levels. While sitting on the seat with the meter arms length on the muffler side, I recorded 104db at warm idle and 116db with some throttle. Three feet from the rear of the bike I measured 90db at idle. Go figured, that's what I was hearing on Youtube most of the time. Oh well, live, spend and learn.

Same exact experience. Too loud and sounded like sh!$. That's coming from someone who plays in a rock band 20+ years. Sweet spot for me was s&s with cats. Tried american custom also - much better than stock but too quiet.

You can try a set of ThunderTorque Inserts and wrapping the baffles.
Cobra does not wrap the baffles of their pipes.
When I made my new Slip-Ons for my bike, I wrapped the baffles and installed 158W Thundertorque Inserts into them, which gave me good sound but its pretty quiet. Loud enough to sound good, quiet enough to not **** off the neighborhood.
My neighbors are all still friendly with me so Im willing to bed my bike's exhaust doesnt bother them.
I have the same ones on my Heritage which is a 107 too and it's not that they are too loud, it's more a problem of resonance between the offset of the outputs and especially that of the front cylinder which comes out just in the balance of your body, but with good earplugs I have alleviated the problem a lot, otherwise there is also the solution that FranBunny offers which can be interesting...
I went with American Custom and I thought they were too quiet at first but the more you ride the better they sound.
A lot better than the headache Id get from Rineharts.
I'm running Neighbor Haters on my 2021 107 Heritage. I'm very happy with them, I don't think they are too loud at all; but I do ride with ear plugs. I am going to look into the Thunder Torques, you do lose torque with them in 1st and 2nd gear.
I tried S&S with cats after reading up. Even these have a little too much snap in the pop for me, but oh well. I paid an arm & a leg for them so sticking with them now.
Nothing wrong with going back to the stock pipes, if that's what you like. I personally enjoy their quietness. My only "grrr" with regards to my stock Heritage pipes is that while they are black, they have that chrome tip, which to me looks tacky.

I will be 72 in a few months and have been riding since I was 11 years old. I can state with assured certitude that loud mufflers help prevent accidents. My neighbor haters are much more effective than my mousey horn. Cell phones scare me but when I rattle their windows with my pipes I get their attention instead of their cell phone. I bought my street bob new but changed the stock slip-ons for Cobra neighbor haters before I took delivery and I do not doubt for a moment it was a smart move on my part.
