the XL's are much better than the regular 165's. I think the XL's will have much better low end than the Focal's. The Focal mid bass is just that very tight and punchy, the Hertz warmer. While the Hertz can handle more power the brightness and clarity of the Focal's could possibly seem louder. I think it depends what type of sound you are going for. I think with just two speakers the XL's may give you a fuller sound.
I have the Hertz Mille Pro MPX 165.3's installed in the fairing now and they sound really good. I've also heard the Focal 165KRC's and they sounded really good as well. I wouldn't mind trying a pair if I can find some for a good price

Main concern is Focals handling the power over a good day of riding. Down side to Hertz is getting some new grills and drill tweeter hole and I believe and need the 6 3/4 adapter. At a crossroads.

If I don't get them I'll PM you. Making a decision currently and only few left.
You can ditch two of your gauges or Legacy Baggers can make you custom grills to hold the tweeters. They'r not too cheap though, but I've seen it done a few times.

Can't ditch gauges. Have air ride gauge and not losing that for tweets. Plan to just get some hawg wired grills and use a hole punch and work to mount the tweet in center of grill. So you in same thought I am that the Focals can't take the power over the Hertz?
