I don't know if it would manifest itself in this way but could it be a phasing problem? Have you verified all the speaker wires are connected to the correct polarity and channel?
On one of the speaker brands I am using the speaker terminals do not have the polarity marked on them. I had to use the old battery trick where I took a small battery (D cell or something like that) and touched it to the terminals with a jumper wire. When the speaker cone moved out I knew that the terminal with the + side of the battery on it was the positive one.
Also one time my setup sounded weird after some rework so I got my phone out and got a left/right test video playing on YouTube and found that I had two of my six speaker wires reversed at the amp.
Just random thoughts.

Yes running in driveway with the rpms up to 2k. On highway they're just quiet. The rears are the only i can hear unless i duck behind shield and the fronts are still very low.
ok, so its loud in the driveway and quiet on the road. Where does it transition? Crank it up, hop on and start going and see if you can tell when the sound changes.
What gauge wire for pos and neg? Wired directly to battery?
Running on ap. No loc. Using rca's. The amp has a clip indicator which I lit then backed off a bit. Like I said it's f'ing frustrating to the point I'm considering just ripping the hu and amp out and going back to factory
