I don’t understand your question about the 400/4....by that logic of just looking at power a Soundstream 1000w amp is just as good as your beloved HDP4. Thing is there’s more important specs to an amp than the wattage output listed on the box.
have you tried them (any 6x9) with PRV 8MB450 or any 8’s in the bags? Not busting your chops but there’s a difference in set ups and why certain products pair better than others.

Hertz is not a Soundstream. Nor is a Kia a Porsche. Hertz is a damn reputable audio company in every regard.
I have run the vo's and in my opinion the hertz mpx 690.3 (not the hcx) are by far better than the vo's as they give all the highs you need along with the mids/lows from a 6x9. I have not tried the polk mm692's yet but I just may try a set. Don't get me wrong the vo's are damn good but the milles are better.
When you do finally try the Polk’s, you’ll be sold. I promise! All pass, makes them sound even better.

I had six HCX 690's on my bike at one point. Then started adding 8 inch PA speakers and it never sounded all that great. At the time (to me) it did.....I thought it was awesome!!! but knowing what I know now I wouldn't mix and match PA speakers with conventional coaxial type 6X9's. Also, if you like the way your bike sounds now, I don't think you'd like PA 8's in your lids. You'll gain tons of volume but lose bass.
