I run all my music thru a program that not only balances the volume but also does clip magic plus I have fairly disciplined volume caps thus I have never had an issue w clipping.
Of the songs that are run thru the hopper, there are very few that are produced at 0. More like -10 to -5.

Platinum Notes is the software but it cost about 100 bucks. I used to use it when I DJ'd in mega clubs on South Beach. Lots of songs mastered incorrectly. MP3Gain was a popular freeware discussed years ago that normalized gain/volume of a song. Most streaming apps offer normalization.
I've been woring with MP3 gain and it helps, but it's not all the way there. Ill have to loo into the Platinum Notes, it would be worth the money to me.
