I will also guess that you have retried a full re-download from your computer and then the upload.
Another guess that you got USB ready prior to anything by making the finger print file.
Unusual that a dealer would be unable to resolve as a "payable service" but perhaps you just drove-up and asked...they touched bike, shrugged shoulders and walked away since no payment was involved.
