Another question. Does the Soundstream amp need a line level converter? Does the amp come with the plugs for the input that I put the wires from head unit into or do I have to buy those too? Ok, that's two questions!

I did not use a line converted on my inputs. I am only driving 2 channels now. I took my present HK outputs for my inputs and used butt splice connectors for all the wires.

A line level convertor simply turns speaker wires into rca plugs. The SS amp comes with high level inputs so therefor the amp is doing the converting for you..

Do the Polk mm651 get mounted in the fairing with the tweeter mounted to the speaker? I know I have to use an adapter ring, but does that ring work with the tweeter attached to the speaker or do i mount the tweeter separate, in the gauge holes next to the head unit?

the mm651 are a component speaker(meaning the tweeter is fix mounted in the center of the speaker. Now the bigger brother is the mm6501 and that is a seperate tweeter.

Now if you have holes that need filled this could be a option for you with the seperate....but totally your call.
