I sent my radio to you for an upgrade of an I-Pod color light, and added RCA Plugs, when I got it back my builder, swapped my radio for the one in his, saying there wasn't any difference in sound the RCA plugs, and I wanted fade, the radio I sent to Iron Cross didn't have fade.

The HDPDplus version is correct.
We would have updated the software on the ST10 and TMS320.
The updates do not activate the fader...that is a flash and is a separate procedure.
The RCA upgrades have a measurable difference, but the final result will be based on the amp used. We know, for example, that the Rockford amps have an issue with pre-amps.The installer would also have to be aware of the needed change in the gain adjustment on the amp to compensate for the difference in the output from speaker level to pre-amp.

No, you didn't get ripped off; you were just ignorant when you didn't ask ICA to do the fader flash on your radio.
